The article is devoted to the problem of administrative and legal support of judicial bodies as subjects of protection of the right of citizens to a safe environment for life and health in Ukraine. Particular attention is paid to defining the two basic categories of "administrative and legal support" and "safe for life and health of the environment."

The article explores the coverage of topics of ecology in the news programs of Ukrainian television. Based on the study of news releases on the all-Ukrainian TV channel “1+1” and the specialized TV channel “ECO TV”, it emphasizes the importance of media discourse for the promotion of ecological knowledge in order to form a general environmental culture, environmental awareness and pro-ecological behavior. In general, there is a segment of scientific content in the modern Ukrainian environmental discourse, but its volume is insignificant compared to entertainment.

Pulp and paper enterprises are of great importance for sustainable economic and environmental development of certain regions and the economy of Ukraine. Man uses many natural resources during the lifetime, creating a burden on nature. As the world's population increases, this load increases, leading to a shortage of resources and deterioration in the environment. The main activity of Kokhavynska Paper Mill PJSC is the production of sanitary products for the domestic market and export.

The environmental impact of residual mineral fertilizers not utilized by plants is analyzed. It is shown that this negative effect extends to all elements of the environment: soil, atmosphere, hydrosphere. The perspective of the application of encapsulated mineral fertilizers that allow prolonged release of plant nutrients is outlined. The appliccation of modified polyethylene terephthalate (PETF) as a capsule-forming material for encapsulated mineral fertilizers is proposed. PET modification and fertilizer encapsulation technologies have been tested.

The analysis of the generation, recycling and landfilling of waste in Ukraine is carried out. Significant generation of various wastes leads to their storage on the ground surface, as it is the most widespread way of waste treatment in Ukraine. Frequently, the stored waste burns (waste heaps, waste coal, landfills), causing significant accumulation of hazardous substances in the environment.

Developed algorithms and software modules analyzing system involving two modes of operation (training or monitoring), two types of monitoring (search for a given substance or recognition known), the use of which depends on the intensity and destabilizing factors control the duration requirements.

Risks that arise when creating a waste dump, its demolition or conversion are determined on the basis of the analysis of the ecological situation in the zone of the “waste dump – environment” system`s influence. Research into this problem and the authors` personal works enabled them to identify  the ways to overcome the negative impact of these processes on the environment implementing  eco-friendly technologies in the region
