Concept of Minority Rights

At the very beginning it is important to define the main components that constitute the whole theory and idea as such of the minority rights. The concept of minority expresses how the legal regulation reflects the existence of minority, what is understood by the notion ‘minority’ and what criteria are used in order to identify certain social groups as minorities. Regarding the definition of the concept ‘minority’, until now there is no generally accepted definition, neither at the international level nor at the European one.

Formation of personnel potential in the amalgamated territorial communities of Ukraine

Problem settings. In Ukraine, the formation of amalgamated territorial communities (ATCs) is carried out in the process of administrative-territorial reform implementation. Resilience of the community is ensured by strong financial and infrastructural bases and staffing potential. Determination of the main directions of ensuring the formation of the personnel potential of local self-government bodies will increase the professional level of provision of administrative services at the local level.

Theoretical aspects of formation and development of amalgamated territorial communities in Ukraine under the conditions of decentralization of state power

Problem setting. Ukraine has set a strategic course for integration into the European Union. This issue is actualized in the context of the implementation of the governmental decentralization reform, aimed at forming an effective local self-government and territorial organization of the government in order to create and maintain a full-fledged living environment for citizens, to provide high-quality and affordable public services, to establish institutions of direct democracy, to coordinate the interests of the state and territorial communities.
